It has passed more than a year from the date of entry into force the Federal Law "On the strategic planning in the Russian Federation". During this time it was prepared a number of regulations governing the development, monitoring of strategic planning documents. Moreover, it has begun the work on the formation of a federal information system of strategic planning, formation of approaches to the development of strategic planning documents, including basic documents - Strategy of Socio-Economic Development of the Russian Federation until 2030 and the Strategy of spatial development of the Russian Federation. In parallel there are going similar processes at the regional and municipal levels. It is obvious, that currently forming system of interrelated documents is only at the beginning stage and requires serious methodological study and wider expert discussion.

Federal Law ¹172 "On the strategic planning in the Russian Federation" provides fundamental strategic planning document - Strategy of socio-economic development of the Russian Federation. First concept of strategy of socio-economic development of Russian Federation till 2030 will be prepared by the middle of September 2015. Concept concerns the separate section for the formation of the future as a way of supporting the strategy and the basis for allocation the key development areas. Within the round table it is going to discuss the conceptual image of the future and the six key development areas: macroeconomic stability, freedom of entrepreneurship and business climate, structural development and the overcoming of the technological gap, improving the quality of human capital, efficient state governance, balanced regional development.

The main aim of the action is verification and development of recommendations and ways to improve efficiency of mechanisms and methods in crisis management of implementation of regional strategies. The current unstable economic, financial and geopolitical situation makes it necessary to clarify the priorities of socio-economic development at all levels of government of the Russian Federation. Strategies of socio-economic development of the Russian Federation subjects and municipalities require making certain adjustments, including: clarifying the predictive values of the system parameters and additional anticrisis measures, mechanisms and instruments for the implementation of measures set out in the event documents. At the panel discussion will be proposed approaches to the formation of system of prevailing trends in the development of regions and municipalities, and particular customizing the system of crisis management. It will be considered the best regional and municipal practices of anticrisis measures for the implementation of strategies, will be given the evaluation the effectiveness of approved plans and their linkage with the priorities of socio-economic development and it will be generated proposals to the formation of best practices databank.

Regional strategies vary due to the emergence of new federal initiatives (industrial parks, industrial and innovative clusters, advanced area of socio-economic development, etc.) and updating the legislative framework. Success of regional strategies is largely dependent on the tools to ensure coordination of federal, regional, industrial and infrastructure projects, plans of large companies. Subjects of the Russian Federation in conjunction with the federal authorities and state-owned companies should look for holistic solutions in integrated development of specific areas. Development technologies of urban and regional strategies are worked out properly. There are a number of Russian schools and companies with long-term experience in that sphere. An adoption of 172-FZ does not negate the developments, but shifts the emphasis towards a more thorough qualitative and quantitative study of the target block. Requirements for the approval of documents of forecasting, planning and implementation are emphasizing, and it calls for closer cooperation among regional and municipal levels. Leading Russian consultants and their customers, who have just developed planning documents jointly taking into account the norms of 172-FL, will speak about how consultants embraced new challenges and how to respond them in the current projects. Cases of Republic of Tatarstan and the Tomsk region will be reviewed and compared.

Russian Arctic zone is strategically important for sustainable socio-economic development and national security of Russia. Goals, objectives and activities for the development of the Arctic zone and its elements, that are pledged in valid documents, are loosely interconnected, insufficiently prioritized and balanced in terms of financing. According to 172-FL, one of the strategic planning documents is the strategy of spatial development of the Russian Federation. This document solves the problem of optimization the settlement system in accordance with the macroeconomic model and the strategy of socio-economic country development. So the question about an economic model of the Russian Federation is the primary. However, it is impossible to qualify the existing de facto economic model in Russia, as it is not pointed, where it is realised in the laws of the Russian Federation. Along with this, the subject of spatial development strategy is not defined as well as the concept of spatial development itself. Within the round table it will be discussed approaches to development a strategy of spatial development of the Russian Federation and possible descriptions of the economic model of spatial development in this context.

Issues of strategy realisation is often neglected. However, it is the implementation of strategies, concepts and other documents of planning and forecasting of socio-economic development, that remains a sore point. Russian cities are extremely dependent on regions and federal politics. Revenue alignment system of urban budgets significantly simplifies life of the town governors. There are so many examples, when municipalities consciously do not intend to increase revenue base in order not to deprive themselves part of the transfers and to remain "dysfunctional". Nevertheless, the problem requires state authorities to think about independence more often. This independence is possible only if a city is able to live "for their own". In spite of notable imbalance in the system "revenue/power", urban municipality do not realise and do not use many inside resources that are able to significally improve state economy both through revenue budget and the financing of urban development from different sources. Roundtable discussions will be dedicated to this inside-hidden resources. Particularly, many cities are not able to manage the main development resource and source of their own revenue - land and property. Rental revenue, which is very common for the urban economy, has not yet become the support and achieving way of economic independence of many cities.
