Summary
The central points of modern regional strategies are educational and innovative strategies, including questions of scientific and technological development of the region in coordination and support to the federal guidelines for the development of science and technology, that asked in Forecast for Scientific and Technological Development of the Russian Federation for the period up to 2030 and in the state program of the Russian Federation "Development of science and technologies" for the period 2013-2020 years. Questions for discussion:
• national technological initiative as a tool of strategic planning;
• leading universities and program-targeted methods of science and technologies development;
• problems of implementation of state programs in the new budget conditions;
• problem of combining different tools during strategic planning of science and technologies development.
