Summary
Strategy of innovative development of the Russian Federation for the period until 2020 provides and implementation of regional innovative programs and by the moment it is accumulated practices of preparation and implementation of the relevant documents. The most successful innovative strategies have got regions, which implement consistently principle of a "smart specialization" to territory. What distinguishes successful regional innovative strategies from unsuccessful? How to define "smart specialization" in the region? And what best practices are already accumulated?
