Hidden Resources of Urban Development: Human and Space-Economic Potential

Summary

Russian cities are extremely dependent on regions and federal politics. Revenue alignment system of urban budgets significantly simplifies life of the town governors. There are so many examples, when municipalities consciously do not intend to increase revenue base in order not to deprive themselves part of the transfers and to remain "dysfunctional". Nevertheless, the problem requires state authorities to think about independence more often. This independence is possible only if a city is able to live "for their own". In spite of notable imbalance in the system "revenue/power", urban municipality do not realise and do not use many inside resources that are able to significally improve state economy both through revenue budget and the financing of urban development from different sources. Roundtable discussions will be dedicated to this inside-hidden resources. Particularly, many cities are not able to manage the main development resource and source of their own revenue - land and property. Rental revenue, which is very common for the urban economy, has not yet become the support and achieving way of economic independence of many cities.
