Historical heritage of small historical cities of Russia are still poorly understood and used as a strategic factor of socio-economic development, mediated by tourism development. Enhancing tourism potential requires a set of actions, such as: the restoration of cultural heritage, forming well-furnished tourist areas, the development of tourism infrastructure, realisation of information programs promoting tourist destinations and products in domestic and international markets. To implement such an approach is necessary to develop strategies and programs for tourism development, linked to the overall strategy of the city. Questions for discussion:
- how to build a management system of tourist destination?
- how to synchronize tourism development programs with long-term strategic documents of regions and municipalities?
- how to assess the social, economic and financial effects from the implementation of tourism development programs?
- questions of financing tourism development programs, the synergistic effect from attracting public and private investments.
